In eight years at the club, he has been director of rugby, team manager and chief executive, won league titles and seen the club nearly go bankrupt.
"It seems an appropriate time to finish," he said. "The club is on a level footing and has rebuilt the foundations to go forward."
Rotherham reached the Premiership in 2003 but were relegated after a season.
